MAYORS OFFICE OF CONTRACT SVCS -

Full-time, Contract

The Mayor?s Office of Contract Services (MOCS) oversees and supports the procurement activities of City agencies, with a goal to ensure fairness, transparency, efficiency and cost effectiveness. The Director is the City Chief Procurement Officer. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS partners with industry groups to implement policies and tools that streamline and modernize procurement, resulting in the delivery of quality services to New Yorkers. Team members operate in a fast-paced, collaborative, service-oriented environment, where flexibility and ability to achieve results are valued.The Assistant Director will report to the Deputy Chief Technology Officer, Associate Director for Technology Innovation & Solutions in the Technology Strategy division, Office of the CTO. The successful candidate will focus on ensuring that business processes and supporting systems continue to meet business project stakeholder needs. This position is a senior-level, key liaison between the technical IT staff that implements business process management technology (BPMT)-based solutions and the line-of-business staff. The Assistant Director must balance the IT and business domains, implement quality assurance methods, and effectively communicate with all stakeholders. This position requires a detailed-oriented, hands-on manager who will drive the creation of process models, compose documentation and flowcharts, develop test cases, and help supervise the work of other business analysts, working with subject matter experts and analysts from a variety of backgrounds. The ideal candidate will not only excel in their duties but also implement best practices in business analysis, business process mapping, and quality assurance.Responsibilities will include: Management, administration, & interpersonal relations? Assist in leading a team of business analysts and quality assurance analysts in the implementation of a large cloud-based system with many integrations to existing systems; ? Plan, implement, coordinate, monitor, and/or evaluate programs providing important services to the City?s vendor community; ? Assist in leading managing a team to build and/or execute comprehensive automation scripts and manage testers doing the same; ? Oversee the development and execution of test cases to validate products and software applications.? Compile and develop project documentation and templates, including standard forms; performing needs analysis; drafting new materials where needed; testing new materials/forms for usability; and publishing and maintaining tools/templates; ? Lead User Testing (UT) activities with internal and external stakeholders; ? Educate process stakeholders on how to identify and solve process challenges through the simulation of different scenarios, analysis of performance metrics and advanced optimization techniques;? Assist in the scoping, design and development of deliverables that will pilot new business processes and opportunities;? Report on project risk and timeline to Associate Director, Technology Innovation & Solutions.Business analysis and design? Apply and promote user-centered design thinking throughout the business analysis/design process;? Apply best practices for system implementation and business analyst standards to fast-paced end-to-end Citywide procurement implementation; ? Document and effectively communicate design ideas to business owners, stakeholders, and vendor teams using flow-charts, prototypes, wireframes, storyboards and presentations as needed and gain alignment across project teams; ? Elicit, document and validate requirements from the City?s key stakeholders, and translate those requirements into solution designs; ? Create user stories and conceptualize future states for user experience, new or enhanced services, and business cases; ? Review and assess a high volume of complex and diverse vendors who do business with the City, including the process and requirements to do business with the City; the vendor registration process; and the various methods and modes of City purchasing and contracting. ? Elicit, document and validate requirements from the City?s vendor community and procurement oversight agencies, and translate those requirements into solution designs; ? Lead discovery sessions and subsequent engagements with executive and senior-level City staff to observe, document, and validate business processes; ? Conduct analyses of procurement data and patterns to identify and propose solutions to process improvements and or process changes; ? Design and develop data management standards, workflows, system architecture diagrams; ? Design and develop process and business workflows and assimilate to system-based workflows; ? Express business concepts through visual tools; design, develop, and test low-fidelity prototypes such as sketches, storyboards, and mock-ups;? Create user stories and conceptualize future states for user experience, new or enhanced services, and business cases; ? Facilitate working groups to meet project objectives and engage participants in the usage of innovative design methodologies;? Anticipate changes in workflow and business rules driven by MOCS policy changes, NYC Council local law changes, NYC administration and agency policy changes, and changes by other regulatory bodies; ? Analyze integration points between functional business flows and the City?s procurement and financial systems, and serve as a liaison between functional and technical integration teams both within MOCS and externally. Quality Assurance and Testing? Contribute to the development of Accessibility Quality Assurance test philosophies and methodologies;? Review business and technical design documentation to identify gaps in analysis and critical areas for testing; ? Manage the development and execution of test plans that assign and track testing activities across teams; ? Map testing documentation to business and technical requirements and develop protocol for test script updates;? Review vendor test scripts for thoroughness and accuracy; ? Identify viable test strategies to support testing product functionality; ? Implement QA industry standards/best practices with defined benchmarks and measures. 



Minimum Qual Requirements 



1. A master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or 2. A baccalaureate degree from an accredited college and four years of experience as described in "1" above; or 3. A four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and six years of experience as described in "1" above; or 4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive or supervisory experience as described in "1" above. Qualification Requirements (continued) NOTE: The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles. 



Preferred Skills 



The successful candidate should possess the following: ? Excellent writing, technical and interpersonal skills? Ability to interact with all levels of management and public? Strong experience with MS Office (Excel, Visio, Word, etc.)? At least 3-5 years of experience as a business analyst or quality assurance analyst? At least 2-5 years managing a team of business analysts or quality assurance analysts? Intermediate SQL skills (select, insert, update, joins, data types, subqueries/nested queries, etc.)? Experience using SQL Developer, SQL Plus and FTP Clients? Familiarity with HTML/CSS/XML? Experience with automated test suites such as Selenium? SDLC environments/tiers and their functions (DEV, TST, STG, PRD, etc.)? System and UI testing? Familiarity with SharePoint, HP Quality Center, Remedy and LDAP is a plus? Exposure to Ivalua software, or an Ivalua software certification? Previous experience with FMS, the city?s ERP system.? Certifications in BABOK, PMP, CSQAPreferred Business skills include: ? Understand/Interpret complex Business Processes and Rules;? Elicit and validate system requirements;? Ability to communicate with 3rd parties as needed for requirements gathering;? Lead meetings and prioritize assignments;? Learn and adapt to new management software systems (i.e. Remedy, HP Quality Center, SharePoint, etc.).
